Legal Framework

The Hellenic Parliamentary Budget Office (HPBO) was established in accordance with Article 36A (as in force) of the Standing Orders of the Hellenic Parliament (Government Gazette 139/A’/10.08.2010) and Law 3871 (Government Gazette 141A’/17-8-2010). It constitutes an independent organizational unit of the Parliament and operates according to its Special Regulation for its Internal Operation and Organization (Government Gazette 309/B’/12-2-2014).

The Office is housed within the premises of the Hellenic Parliament and reports directly to the Speaker of the Parliament.

While remaining institutionally and operationally independent, it is subject to the democratic oversight of the Parliament.

The mission of the HPBO is to monitor the implementation of the State Budget, support the work of two Parliamentary Committees (the Special Standing Committee on the Financial Statement and the General Balance Sheet of the State and the Control of the Implementation of the State Budget, as well as the Standing Committee on Economic Affairs), and prepare and submit regular quarterly and annual reports to the above Committees concerning the compliance with fiscal targets set in the Medium-Term Fiscal Strategy Frameworks.

The analyses of the HPBO focus on the major issues of the Greek economy and are carried out using comparative analysis. Particular emphasis is placed on highlighting and discussing problems from the perspective of contemporary academic research.
