Collaborations

The Hellenic Parliamentary Budget Office (HPBO) has established a series of partnerships aimed at strengthening fiscal analysis, transparency, and digital access to economic data.

In this context:

  • A Memorandum of Cooperation was signed between the HPBO and the National Documentation Centre (NDC) in June 2025, with a view to implementing joint initiatives that will enhance the impact of both organizations on their target groups, and more broadly, on Greek society and the economy. The collaboration emphasizes the development of digital platforms and tools for visualizing economic and statistical data, with a focus on the presentation of the Performance Budget. The goal is to enhance transparency and citizens’ understanding of the state budget and to promote effective governance and accountability in public administration.

At the same time, the agreement provides for the exchange of expertise, data, and best practices on issues of mutual interest to both organizations; the conduct of research and studies; the collection, compilation, and dissemination of statistical data and indicators; the organization of workshops, seminars, and events to publicize results; and the exploration of opportunities for joint participation in national and European programs or cooperation networks that support the objectives of the HPBO and the NDC.

  • An extensive historical project to digitize fiscal data from the State Accounts for the period 1833–1953 is currently underway, with the participation of the Hellenic Parliament, the Bank of Greece, and the University of Ioannina. The project aims to create a unified database of historical financial data for the Greek State, making it available to the academic community and the general public for research purposes.

The historical fiscal database is being compiled by the Applied Informatics and Computational Economics Lab (AICEL) of the Department of Economics in the School of Economic and Social Sciences at the University of Ioannina, under the supervision of the HPBO and the Historical Archives of the Bank of Greece.

  • Since May 2019, the HPBO has maintained an institutional partnership with the General Accounting Office of the State (GAO), which concerns the exchange of fiscal data and the broader strengthening of cooperation in fiscal policy monitoring mechanisms.

International Cooperation

The Hellenic Parliamentary Budget Office participates in the network of EU Independent Fiscal Institutions (EUIFI) and in the network of Independent Fiscal Institutions of the member states of the Organisation for Economic Co-operation and Development (OECD), with the aim of exchanging data and best practices with other similar institutions.

The two networks organize regular meetings, conferences, seminars, and working groups, with the aim of strengthening cooperation among their members and promoting accountability, high-quality public dialogue, and academic research on national budgets and fiscal policy.
